Organized by FUNDECYT in the context of the Meta-Foresight project financed under the Regions of Knowledge pilot action of the European Commission, this conference brings together policy makers with experts from the European Commission, the academic community and entrepreneurs to explore the development of regional learning capacities and the integration of regional intelligence.
Launched in 1999 the InnoRegio programme of the BMBF is the starting point for a new form of entrepreneurial support based on a sustainable regional innovation strategy. The aim of the programme is to link keys areas of research at scientific institutions with the technologies, skills and potential of local industry. In this conference the German Institute for economic Research the DIW of Berlin, will present results of its research on how cooperation in innovation networks can overcome regional barriers to development.

A key objective of the European Unions Framework Programme for Research and Technological Development (RTD) is to open up the European Research Area (ERA) to the rest of the world. In doing so, research can contribute to the solution of specific problems faced by third countries in equitable partnerships. The "Mutual Learning Platform" is a new initiative which has its roots in the action plan drawn up in response to the European Councils decision that investment in European research and development (R&D) must be increased to approach 3% of GDP by 2010. The Mutual Learning Platform (MLP) aims to support regions in developing their research strategies, taking into account their specific situation and needs. The main themes will be:
